Message :	Visa and Mastercard, two principal card organizations do not anticipate merchants loading such charge and you may complain about the same to them or the banks to which the merchants sell their transactions. In reality, it is observed that the merchants who deal into low margin items (say mobile phone) tend to make such charge so as not to let their margins eroded and there appears no effective mechanism to deal with this situation.
